Introduction

The Kerala Budget 2025 has ignited a political firestorm, with the Bharatiya Janata Party (BJP) vehemently criticizing the proposed fiscal measures, particularly the significant hike in land tax. The BJP has labeled the budget as "dispiriting" and denounced the land tax increase as "extortionate," arguing that it will place an undue burden on the state's residents.

Key Highlights of the Budget:

Land Tax: The budget is proposing a considerable increase in the land tax rate, which is being justified by the government for increasing the revenue of the states to support many developmental activities.Excise Duty on Liquor: Excise duty on IMFL has been proposed to increase by ₹10 per liter.Electricity Duty: A 15 paise per unit increase in electricity duty for consumers who generate and consume energy for their own use has been introduced. Public-Private Partnerships: The budget emphasizes attracting private investments, proposing the establishment of 25 new private investment parks and exploring opportunities for private participation in developing local tourism centers.

BJP's Critique: The BJP has expressed strong opposition to the budget, focusing its criticism on the land tax hike. BJP state president K. Surendran described the budget as "dispiriting" and the land tax increase as "extortionate," asserting that it will exacerbate the financial strain on the common people. He contended that the government's fiscal policies are misguided and fail to address the pressing economic challenges faced by the state. Surendran further argued that the budget lacks innovative solutions to stimulate economic growth and is instead reliant on increasing the financial burden on citizens through higher taxes and duties. He emphasized that the land tax hike, in particular, would adversely affect farmers and small landholders, potentially leading to increased financial distress in rural areas.

Government's Defense:

Finance Minister K.N. Balagopal said that the criticism was unwarranted and added that the tax revisions are important for resource mobilization in view of the state's financial constraint. He further pointed out that the additional revenue generated from the hike in land tax and other measures would be used to finance critical infrastructure projects and social welfare schemes aimed at the development of the state. Balagopal added that the state has been reeling under fiscal stress, largely because of a decline in the allocations made by the Centre and also because of its borrowing limits. According to him, these tax measures are necessary to stabilize the state's finances and invest in further development schemes in the state.

Opposition Response: The Congress-led United Democratic Front (UDF) has also criticized the budget, echoing concerns about the increased tax burden on citizens. Leader of Opposition V.D. Satheesan stated that the budget fails to provide solutions to the state's financial problems and overlooks the needs of vulnerable populations. He highlighted the nominal increase in the minimum support price for rubber as insufficient and criticized the lack of enhancement in social welfare pensions.

Public Reaction: A proposed increase in land tax has been met with apprehension among farmers, landowners, and the business community. Many people fear that a hike in taxes would result in a rise in the cost of living and doing business in the state. The trade bodies were disappointed by the lack of stimulus packages for small-scale businesses and argued that the budget did not address the sector's challenges.

The Kerala Budget 2025 has become a focal point of political contention, with the BJP and other opposition parties criticizing the government's fiscal strategies, particularly the significant increase in land tax. As the budget moves forward, it remains to be seen how these proposals will impact the state's economy and its residents. The government's ability to balance fiscal responsibility with the welfare of its citizens will be crucial in navigating the challenges ahead.
